The usual diagnosis is that the ads are wrong, so the account gets rebuilt, keywords get shuffled and the budget moves around. Sometimes that helps. More often the adverts were doing their job and the loss happened further down, where nobody was looking.

Search intent is the first: valuation searches, property searches and job searches sit close together in the same keyword space, and paying for the wrong intent is expensive and completely invisible in a click report.
